PAS 402 Waste resource management. Specification for performance reporting

The waste industry is changing. It is no longer focused on filling holes in the ground. The industry has recognized the potential opportunities to be gained from recovering the resource in waste. In fact, waste is beginning to be considered a resource in its own right.

Publicly Available Specification (PAS) 402 provides a specification for performance reporting that can be adopted by waste resource management organizations. It provides the framework for the demonstration of performance against key areas.

Waste resource management is the collection, transport, recovery, treatment and disposal of waste, including the supervision of such operations and aftercare of disposal sites.

PAS 402 requires a waste resource management organization to report:

a) How it conducts specific waste resource management activities

b) The landfill diversion and material recovery rates it achieves.

PAS 402 applies to a waste resource management organization that processes industrial, commercial or household waste at a transfer station, treatment facility or disposal site. It does not apply to a waste resource management organization that operates solely as a waste carrier or waste broker.

What is a PAS?

A PAS provides a sponsored, fast-track route to standardization driven by the needs of the client organizations and developed according to guidelines set out in PAS 0. Key stakeholders are brought together to collaboratively produce a BSI PAS that has all the functionality of a British Standard for the purposes of supporting certification, sharing good practice or supporting innovation.

Within two years of the publication date a PAS is reviewed to determine whether amendment or revision is required or whether it should be considered for conversion to a formal British Standard.
