PAS 402 should be used by waste resource management organizations that process industrial, commercial or household waste at transfer station, treatment facility or disposal sites.

PAS 402:2025 specifies requirements for performance reporting by a waste resource management organization. It requires a waste resource management organization to report:


a) how it conducts specific waste resource management activities; and

b) the material recovery rates it achieves.


NOTE 1: PAS 402:2025 is not applicable to waste resource management intermediaries that operate between waste producers and waste management facilities

NOTE 2: An example of documentation that provides guidance on how to complete a waste resource management report conforming to PAS 402 is Waste Resource Management – Guidance for Performance Reporting Against PAS 402 published by The Green Compass Scheme.

NOTE 3: Waste resource management organizations are authorized to perform their activities by Environment Agency, Natural Resources Wales, Scottish Environment Protection Agency and Northern Ireland Environment Agency.
