It can be adopted by any organization working in the UK, regardless of sector, type, size, and nature of activity, both in the real world and the digital domain. In particular it will be relevant to organizations working with children and adults in the following sectors:

BS 25800 gives guidance on how to provide assurance that measures are in place to keep individuals safe from harm and to respond effectively to safeguarding concerns. Individuals can include any adult or child who comes into contact with the organization.
NOTE: Within BS 25800 the term "safeguarding" is defined as measures taken to protect a person's right to live in safety, free from abuse, harm, and neglect. In relation to children it encompasses a wider definition, including preventing impairment of children's mental and physical health or development, ensuring children grow up in the provision of safe and effective care, taking action to enable children to have the best outcomes, and preventing maltreatment.
