What is PD CEN/TS 14598- Safety requirements of variable-reach tractors about?  

PD CEN/TS 14598 is a document that discusses rought-terrain trucks and their safety requirements and verification practices. 

PD CEN/TS 14598 is applicable to rough-terrain variable-reach trucks homologated as tractors according to 167/2013, called rough-terrain variable-reach tractors (RTVR tractors). 

The machinery concerned and the extent to which hazards, hazardous situations, and hazardous events are covered are indicated in the scope of PD CEN/TS 14598. 

PD CEN/TS 14598 specifies requirements related to permanently mounted equipment for rough-terrain variable-reach tractors and additional requirements for the combination. 

PD CEN/TS 14598 does not apply to: 

  • Machines designed primarily for earthmoving, even if their buckets and blades are replaced with forks (see EN 474 series) 
  • Attachments. 

PD CEN/TS 14598 does not address hazards that may occur 

  • When handling suspended loads which may swing freely 
  • When using RTVR tractors on public roads 
  • When operating in potentially explosive atmospheres 
  • When operating underground 
  • When towing trailers 
  • When fitted with a personnel work platform (additional requirements are given in EN 1459-3) 
  • When using cruise control. 

PD CEN/TS 14598 does not provide a method of calculation for fatigue and strength of the material. 

PD CEN/TS 14598 is not applicable to RTVR tractors manufactured before the date of its publication.

PD CEN/TS 14598 on variable-reach tractors is useful for:

Why should you use PD CEN/TS 14598- Safety requirements of variable-reach tractors?  

During the movement of materials by trucks, there are numerous opportunities for injuries and property damage to occur. 

PD CEN/TS 14598 specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards. 

PD CEN/TS 14598 ensures trust in the reliability of these variable-reach tractors by demonstrating their safety and effectiveness, and ultimately the protection of the emergency teams who use them. 

The manufacturer should verify that each individual requirement of PD CEN/TS 14598 has been incorporated into the design and manufacture of the RTVR tractor by a relevant method: 

  • Design check, e.g., verification of drawings and documents, or calculation 
  • Measurement, e.g., tests of traveling and lowering speeds and lift and tilt leakage 
  • Visual examination, e.g., no permanent deformation after tests, verification of the marking of the RTVR tractor 
  • Specific tests, e.g., type tests. 

Functional verification shall be performed on each RTVR tractor according to PD CEN/TS 14598 to verify that it is able to perform the tasks for which it was designed, e.g., traveling, braking, steering, load handling controls, warning devices, safety devices, and lighting.
