What is ISO/TR 23786 - Remote access to road vehicles about?  

ISO/TR 23786 is an international standard on road vehicles that discusses remote access to vehicles. 

ISO/TR 23786 identifies criteria that can be considered for assessing the risks related to solutions for remote access to road vehicles, including extended vehicles (ExVe) and their implementation. 

The criteria identified in ISO/TR 23786 are also applicable in the case of a risk assessment related to the specification of remote communication solutions, for example, a technical standard. The list of criteria that is provided can be considered as sufficiently comprehensive but not exhaustive, from a global point of view, to allow coherent risk mitigation, if such mitigation is necessary. 

NOTE 1: Cybersecurity risks related to the VM infrastructure (except the elements that are part of the extended vehicle) and the roadside equipment are not mentioned in PD ISO/TR 23786

NOTE 2: ISO/TR 23786 does not suggest nor specify any methodology for performing a risk assessment and does not aim at replacing any methodology, technical specification or standard relative to one or other specific types of risks (for example cyber security risks).

Remote vehicle access is a digital service that has been specifically designed for vehicle testing applications and system solutions for enabling a full-access remote connection to a test vehicle that not only allows data to be read but also to be flashed to.  

ISO/TR 23786 provides details on handling the categories of risks and performing the risk assessment in the case of a remote communication solution (RCS) specification. 

ISO/TR 23786 gives an assessment of the risks related to the safety of persons and goods during the vehicle life cycle. 

Assessment of the cybersecurity risks related to the vehicle remote communication system is mentioned in PD ISO/TR 23786. 

Assessment of the issues associated with the fair competition among the concerned actors is mentioned in ISO/TR 23786 i.e., data communication chain between the vehicle and the final user of the data. 

Assessment of the issue related to the responsibility and liability of the concerned actors is also provided in PD ISO/TR 23786. 

ISO/TR 23786 gives the assessment of the risks related to the protection of the resources owned by the resource owner (data protection). 

With implementation of ISO/TR 23786, vehicles can operate more safely and intelligently by sharing information or alerts on safety hazards and congestion.
