What is BS EN 13020-Safety requirements for road surface treatment machines about?

BS EN 13020 is a European standard that serves technical specifications for safety requirements for road surface treatment machines, ensuring operational safety and performance in the development and maintenance of roads.

BS EN 13020 applies to road surface treatment machines, which are in particular:

  • Binder sprayers [or sprayers] and chipping spreaders [or spreaders]
  • Machines for surface repairs (binder sprayer chipping spreader [or sprayer spreader])
  • Mastics asphalt mixers and joint sealer
  • Micro-surfacing machines/slurry machines
  • Cold asphalt laying / micro-asphalt-paving machines

BS EN 13020 deals with all significant hazards identified through a risk assessment relevant to road surface treatment machines when they are used as intended and under the conditions foreseen by the manufacturer (see Clause 4). BS EN 13020 specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards associated with machine operation, setting and adjustments, load discharge and routine maintenance. BS EN 13020 applies to machines that are manufactured after the date of approval of this standard by CEN.

Note: BS EN 13020 does not cover

  • Significant hazards associated with pressurized tanks
  • Requirements for the carrier vehicles or special constructions
  • Hazards associated with vibrations
  • Operation of the machines in potentially explosive atmospheres
  • Requirements of the 94/55/EC Directive related to transport of dangerous goods by road

Who is BS EN 13020-Safety requirements for road surface treatment machines for?

BS EN 13020 on the safety requirements for road surface treatment machines applies to:

  • Manufacturers of road surface treatment machines
  • Dealers and importers of road surface treatment machines
  • Contractors, construction and civil engineers
  • Road maintenance authorities
  • Safety inspection services

Why should you use BS EN 13020-Safety requirements for road surface treatment machines?

Road surface treatment machines can be mounted on a carrier vehicle, trailer or articulated truck, combining to form an integral unit. It is also possible to mount a road surface treatment machine on its chassis construction and propulsion system (self-propelled or pedestrian-controlled).

BS EN 13020 provides users guidance on significant hazards associated with road surface treatment machines, including crushing hazard, entanglement hazard, high-pressure fluid ejection, loss of stability, slip, trip and falls, burns and scalds, and more, enabling the development of safety protocols for different hazards and relevant machinery.

BS EN 13020 provides users guidance on safety requirements, including hydraulic systems, fire protection, exhaust piping, demountable equipment, actuators, skid protection, pipes and hoses, shutoff valves, tank breathing, lighting and more, ensuring the safety and protection of road surface treatment machines.

With obedience and compliance of BS EN 13020, users can develop safety mechanisms and protocols for the operational safety, functioning and longevity of road surface treatment machines.
