1 Scope
This PAS gives recommendations for the delivery of rehabilitation services for all
disabilities and health conditions, with both short- and long-term needs. It covers
providers in health, social care and employment and focuses on the interdependence
between work, health and wellbeing.
NOTE Service users range from those with less complex situations to profound communication and cognitive impairments where often they are unable to advocate for themselves. These service users may present with long-term needs to access rehabilitation services.

environment, target population or area of specific expertise. It is also of interest
and benefit to purchasers and users of these services.
