ISO 16460 specifies the Localized Message (LM) format, i.e., an NPDU of a networking & transport layer protocol that does not support routing of a packet through a network and the Service Advertisement Message (SAM), i.e., an APDU to be transported in an LM.
ISO 16460 also specifies the Service Response Message (SRM), i.e., an APDU acknowledging a SAM that offered a service based on an ITS application class to be transported in an LM and related to basic requirements for procedures.
