BS EN IEC 61281 is a series on fibre optic communication subsystems. Fibre optic communication subsystems are used by many telecommunications companies to transmit telephone signals, Internet communication, and cable television signals. BS EN IEC 612811 is a generic specification for fibre optic communication subsystems (FOCSs). The parameters defined in BS EN IEC 612811 form a specifiable minimum set of specifications that are common to all fibre optic subsystems. Additional parameters can be used depending on the particular application and technology. Those additional parameters will be specified in the relevant documents, as appropriate. Each specified parameter is measured using one of the test procedures. The use of these parameters for system design is given in BS EN IEC 612811.

Fibre optic communication subsystems can transmit voice, video, and telemetry through local area networks or across long distances. BS EN IEC 612811 is useful to outline the hierarchy of increasing complexity within fibre optic systems. Fibre optic cable sections are connectorized or spliced to form a length or section of fibre optic cable plant (FOCP). The fibre optic cable plant provides the optical path between terminal devices (E/O and O/E), between optical devices (O/O only), or between both. The optical devices (active and passive) and the fibre optic cable plants between them form the fibre optic link (FOL). The fibre optic link provides the optical path between two-terminal devices. The FOL and the terminal devices (transmit and receive) form the basic fibre optic system (BFOS). An assembly of interconnected fibre optic systems forms a fibre optic system, several of which form the communication system. 

The operation and performance of any BFOS can be characterized by specifying the interface parameters of its individual elements (terminal devices, optical devices, fibre optic cable plants). In BS EN IEC 612811, a reference point is taken at the interface between a fibre optic cable plant and a two-port (single input, single output) active device. In BS EN IEC 612811, reference points 1, 2, 3 and 4 represent locations where measurements may be required to establish conformance with specified performance characteristics given in the tables.
