What does PAS 51215-2:2025 - Energy and decarbonization assessment competencies of lead assessors and assessment teams specification cover?
PAS 51215-2:2025 specifies the competencies necessary for a person to be deemed capable of planning an energy and decarbonization assessment, leading an assessment team, and reviewing and approving the output of an energy and decarbonization assessment.
It covers competencies necessary for the assessments of an organization's energy use and generated greenhouse gas (GHG) emissions. These competencies are relevant to assessments of the energy use and GHG emissions that the organization is responsible for and which are covered by:
a) the organization's energy consumption and energy related Scope 1 emissions and Scope 2 emissions from the organization’s assets and activities, including buildings, transport and industrial processes;
b) the energy consumption and Scope 3 emissions from business travel
c) any additional Scope 1 emissions, Scope 2 emissions, and Scope 3 emissions that the organization that is being assessed wishes to include.
PAS 51215-2:2025 applies to a lead energy assessor who might be working alone or leading an assessment team to complete an assessment. It also includes requirements for competencies relevant to members of an assessment team carrying out the assessments.
Annex A provides further detail on the requirements for lead assessor core competencies. Annex B sets out recommendations for determining the necessary knowledge and skills of an assessment team.
NOTE: PAS 51215-2:2025 does not cover competencies for installing or introducing measures to reduce energy use or GHG emissions, or the competencies for monitoring and verifying the effect of such measures.

What has changed?
When the Energy Saving Opportunity Scheme (ESOS) was first developed, the Department of Energy and Climate Change (DECC) sponsored the development of PAS 51215:2014 to establish competencies for lead assessors conducting an ESOS assessment.
The Department of Energy Security and Net Zero (DESNZ) has subsequently sponsored BSI’s revision of PAS 51215:2014 into two new documents: PAS 51215-1 and PAS 51215-2. The former establishes a process for conducting energy and decarbonization assessments; the latter updates PAS 51215:2014 by strengthening the existing energy competencies and incorporating competencies related to GHG emissions, decarbonization and net zero.
