What is PD CEN/TS 16702-2 about?  

PD CEN/TS 16702 is a series focuses on secure monitoring of autonomous electronic fee collection systems. PD CEN/TS 16702-2 defines the trusted recorder, a secure element required for some of the different types of secure monitoring compliance checking concepts for autonomous electronic fee collection systems. 

PD CEN/TS 16702-2 specifies the requirements for the secure application module (SAM) used in the secure monitoring compliance checking concept. It specifies two different configurations of a SAM: Trusted recorder, for use inside a piece of on-board equipment and Verification SAM, for use in another electronic fee collection entities. 

PD CEN/TS 16702-2 describes: 

  • Terms and definitions used to describe the configurations of the two SAMs 
  • Operation of the two SAMs in the secure monitoring compliance checking concept 
  • Functional requirements for the configurations of the two SAMs, including a classification of different security levels 
  • The interface, by means of transactions, messages and data elements, between an OBE or front end and the trusted recorder  
  • Requirements on basic security primitives and key management procedures to support Secure Monitoring using a trusted recorder

PD CEN/TS 16702-2 guides you about cryptographic functionality requirements which help to ensure the authenticity, integrity and non-repudiation of data produced in onboard equipment and a proxy implementing the secure monitoring compliance checking concept based on keys stored in and managed by the Trusted Recorder or verification SAM. 

Following PD CEN/TS 16702-2 requirements for the security protection level of Trusted Recorder and the verification SAM you can analyze threats for the assets in an interoperable electronic fee collection scheme. 

PD CEN/TS 16702-2 enables the secure monitoring for autonomous electronic fee collection systems concept defined in CEN/TS 16702-1 to fulfil the European Electronic Toll Service (EETS) requirements as indicated in CEN/TS 16702-1, on technical requirements of secure monitoring compliance checking in relation to Decision 2009/750/EC.
