What is PD IEC/TR 61000-3-6Connection of distorting installations to power systems about? 

PD IEC/TR 61000-3-6 is a part of an international multi-series standard that covers the aspects of Electromagnetic compatibility (EMC) for public power systems.  

PD IEC/TR 61000-3-6 is a technical report that provides guidance on principles, used as the basis for determining the requirements for the connection of distorting installations to MV, HV, and EHV public power systems.  

PD IEC/TR 61000-3-6 addresses the allocation of the capacity of the system to absorb disturbances. It gives guidance for the coordination of the harmonic voltages between different voltage levels to meet the compatibility levels at the point of utilization. 

The boundaries between the various voltage levels may be different for different countries. PD IEC/TR 61000-3-6 uses the following terms for system voltages: 

  • Low voltage (LV) refers to Un ≤ 1 kV 
  • Medium voltage (MV) refers to 1 kV < Un ≤ 35 kV 
  • High voltage (HV) refers to 35 kV < Un ≤ 230 kV 
  • Extra high voltage (EHV) refers to 230 kV < Un 

Note 1: In addressing installations, PD IEC/TR 61000-3-6 is not intended to replace equipment standards for emission limits. 

Note 2: PD IEC/TR 61000-3-6 does not address how to mitigate disturbances, nor does PD IEC/TR 61000-3-6 address how the capacity of the system can be increased. 

Note 3: The recommendations in PD IEC/TR 61000-3-6 do not address harmonic interference phenomena in communication circuits (i.e., only the first of the above categories is addressed).

It lays out the immunity level that is described as the maximum level of a given electromagnetic disturbance on a particular device, equipment, or system for which it remains capable of operating with a declared degree of performance.  PD IEC/TR 61000-3-6 recommends a coordination approach that relies on individual emission levels being derived from the planning levels. Thus, the same indices are applied both while evaluating actual measurements against the emission limits and against the planning levels.
