What is BS EN 62058-11 Acceptance inspection for electricity metering equipment about?

BS EN 62058-11 is a Europen Standard that discusses acceptance inspection of electricity metering equipment.

The general acceptance inspection methods specified in BS EN 62058-11 apply to newly manufactured electricity meters produced and supplied in lots of 50 and above.

BS EN 62058-11 can be used for assessment of conformity with the requirements of the Directive 2004/22/EC of the European Parliament and of the Council on measuring instruments (MID), using:

Module D, Declaration of conformity to type based on quality assurance of the production process:

  • Final product inspection and testing

Module F, Declaration of conformity to type based on product verification:

  • Verification of conformity with the metrological requirements by examination and testing of every instrument
  • Statistical verification of conformity with the metrological requirements

Module H1, Declaration of conformity based on full quality assurance plus design examination:

  • Final product inspection and testing

Who is BS EN 62058-11 - Acceptance inspection for electricity metering equipment for?

BS EN 62058-11 on acceptance inspection is relevant to:

  • Electricity metering equipment manufacturers
  • Product design engineers
  • Power distribution and transmission companies
  • Local authorities
  • Regulatory bodies
  • Quality control and testing personnel

Why should you use BS EN 62058-11 - Acceptance inspection for electricity metering equipment?

When meters are offered for supply, both the manufacturer and the end-user may use acceptance sampling procedures to satisfy themselves that the product is of acceptable quality. The manufacturer will be seeking to maintain a reputation for good quality and to reduce the likelihood of claims under warranty, but without incurring unnecessary production and supply costs. On the other hand, the end-user will require adequate evidence, at minimum cost to himself, that the product he receives conforms to specification. Compared with, say, 100 % inspection, suitable sampling methods will often be beneficial in achieving these aims.

Several types of sampling systems, schemes and plans are available for these purposes.  BS EN 62058-11 makes a selection from relevant ISO standards, deemed to be appropriate for electricity metering equipment in the scope of IEC TC 13.

In BS EN 62058-11, it has been taken into account that modern, automated manufacturing processes operated under quality management systems allow to keep the quality level under tight control.

What’s changed since the last update?

BS EN 62058-11:2010 replaces IEC 60514 and IEC 61358 with the inclusion of some editorial changes. Main changes in BS EN 62058-11:2010 compared to the earlier standards are:

  • BS EN 62058-11:2010 is based on the latest standards established by ISO TC 69 SC 5
  • The rules for switching between normal, tightened and reduced inspection have been adopted
  • The procedures for inspection of isolated lots have been adopted
  • The procedures for skip-lot sampling have been adopted
  • For inspection by variables, the “R” method has been eliminated and the “σ” method has been adopted
