What is PAS 2031 about?

PAS 2031 is a publicly available specification that is to be used by certification bodies that conduct, or intend to conduct, conformity evaluations of EEM installations that claim to meet the requirements of PAS 2030:2019 Specification for the installation of energy efficiency measures (EEM) in existing buildings and insulation in residential park homes.

PAS 2031 establishes the certification system to be followed by certification bodies providing evaluation services in respect of installers of retrofit EEMs, in accordance with PAS 2030:2019, the scope of which has been restricted to the installation of EEMs in dwellings only.

Note: This PAS is not intended for application by EEM installers, although an understanding of its requirements may be useful for installers intending to apply for evaluation.

Who is PAS 2031 for?

PAS 2031 on Certification of energy efficiency measures is relevant to:

  • Certification bodies
  • EEM installers

Why should you use PAS 2031

Energy efficiency is calculated by dividing the energy obtained (useful energy or energy output) by the initial energy (energy input). EEMs decrease the amount of energy needed to provide the same level of comfort or utility

PAS 2031 can ensure that certification bodies are evaluating EEM installations in a consistent and reliable way, giving the public and businesses more confidence in the quality of energy efficiency retrofitting in the UK, and helping achieve the UK Government’s objectives for energy consumption and CO2 emissions reductions. PAS 2031 will also ensure that consumers are protected from poor standards of installation.
