About the specification

BSI Flex 2006 v1.0 is an enabling document for the UK Government’s Greenhouse Gas Removals (GGR): Business Model (December 2023), which outlines the need for projects to demonstrate genuine, measurable removals using consistent methodologies.

The purpose of the standard is to:

  • support the advancement of GGR technologies by establishing a robust framework for quantifying carbon removals for bioenergy carbon capture and storage (BECCS);
  • provide direction for projects applying for revenue support under the UK GGR business model; and
  • improve confidence in carbon markets by contributing to addressing climate change and stimulating innovation in GGR technologies.

The specification was developed with input from a wide range of expert organizations and is sponsored by the Department for Energy Security and Net Zero (DESNZ).

What does the standard cover?

The standard sets out requirements for quantifying activities in the design and operation of bioenergy with carbon capture and storage (BECCS) greenhouse gas removal (GGR) projects.

It establishes minimum quality thresholds for carbon capture plants that:

  • use chemical separation to extract CO₂ from biogenic sources at high concentrations;
  • permanently store captured CO₂ in geological formations.

It supports:

  • ex-ante assessments: for project planning and approval;
  • ex post evaluations: for monitoring, reporting, and verifying project performance.

Who is it for?

This specification is intended for:

  • Stakeholders involved in establishing revenue support under the UK GGR business model or in other types of support schemes.
  • Installation developers selecting methodologies to issue carbon credits or for other GHG accounting purposes.
  • Stakeholders determining the amount of transferred CO₂, net removals, or credits from BECCS activities.

It may also be useful for:

  • Independent crediting programmes and methodology developers.
  • Stakeholders wishing to understand more about standardizing GHG monitoring, reporting and verification, and the accounting methods for BECCS in respect of net removals.
