What is BSI Flex 1891 v1.0 about?
Automated driving system (ADS)-equipped vehicles will navigate a complex environment with diverse road users, each exhibiting unique behaviours. Ensuring safety in such setting requires a clear, well-defined taxonomy for expected behaviours of both ADS-equipped vehicles and other road actors. BSI Flex 1891 addresses this need by providing a harmonized framework for describing behaviour competencies, enabling the safe deployment of ADS technologies.
What does BSI Flex 1891 v1.0 cover?
The standard provides requirements for a hierarchical taxonomy of behaviours for an ADS and for other road actors, including associated behavioural competencies within a defined operational design domain (ODD).
- It examines the relationship between ADS behaviour, ODD, and scenarios.
- It defines a hierarchy of behaviour classifications—signalling (S), positioning (P), and manoeuvre (M)—along with their detailed subclassifications.
- It offers a structure for defining the capabilities of the ADS to perform one or more of the behaviours.
- It is applicable to Level 3, 4, and 5 ADS.

This specification is intended for organizations and developers of Level 3 and Level 4 ADS, test houses, and approval agencies.
It might also be of interest to insurers, regulators, operators, and national, local, and regional government to enable them to understand possible ADS deployments and capabilities.
